Can not have publish featured ProjectUnits in unpublished Projects

In the "Publish a project unit" endpoint we have add the validation of parent project state if project unit has been marked as featured. E.g. you can not publish featured project unit if parent project is not published.

In the "Change list of featured units" endpoint we have add the validation of project unit and project states for project units been marked as featured. E.g. you can not feature published project units if parent project is not published.
